I strongly doubt the news. How can CIO decide that they have 1000 "successful" applicants already?

Also i think they will not just deny applications without having an official announcement as they know its a very sensitive issue.

I would suggest your friend provide some proof to you; for example: letter from the CIO..

I think your friend got his application returned because it was incomplete. We have applicants whose application is recieved as late as 10 days back.

CIO only charged credit cards/encashed bank drafts and has not commenced the eligibility stage which will show how many successful applications fill 1,000 quota and hence sent AORs.

so you can tell your friend to read the letter carefully (although I doubt your friend received anything of the type you are saying)

It's not 1000 successful applicants. It is 1000 "considered for processing", which most people seem to agree is AOR+sent to visa office. With 20,000 total considered for processing a certain % of those will be rejected at visa office so basically not the entire 20,000 will be granted visas.

Since nobody has reported any kind of AOR for post-June-26th applicants I doubt this is true. However, the problem with this is that by the time a NOC is filled with 1000 for processing, many applications beyond that will have been received. It is possible that 1000 already in several NOCs are potentially full, but even CIO won't know this until they do the eligiblity reviews.

considered for processing - it means they open your application and start checking, and when you go through errors+CC charging stage - it means you are already considered for processing, they waste their time to determine your eligbility - so this is counted as +1 to CAP.
IMO

First AORs of post-june-26 applicants will be at least at December, so they can not receive myriad of applications, because they are alread on the edge of filling CAP.
In October CAP will be filled completely, so if you don't send your applications - HURRY UP.
