Explain what is an institute instructor.

At http://www5.hrsdc.gc.ca/NOC-CNP/app/checkversion.aspx?lc=e&level=6&noccode=4131&code=4 you can find description of college and other instructors.  It says he must have either a bachelors degree OR a college diploma (which he has or what?) OR demonstrate expertise (which he might have as well).  If he is not a college instructor and does not fall into this category, he has to find on that website what is the closest match to his job and if he qualifies under that.
