probably FSW 3 but you should write a letter to say that you want to be processed as FSW with canadian experience.

Please don't expect me to answer if your post title has urgent in it and it is not really urgent. Urgent is 911 or you have a definite deadline tomorrow, not that you would like to send in the application soon

Does anybody know if there is a priority difference between FSW1 and FSW3?  Maybe it doesn't matter.  If there is a priority difference, I would like to think they'd place you in the higher priority one if you qualify for both.

It might be a little faster if processed under FSW3.

I actually fall under the two that is why I am confused and have no idea which category the IO is processing my application, and I do not know if one category is given the priority more than the other, will the officer process my application   under that category? I have no idea.

international student, under which classification the IO processes your application?

They will check whether you fall under any one of the the ministrial instructions (the three categories).

The procedure depends on the documents and information which you submit with your initial application specifically in their (document checklist).

Have a deep look at the document checklist to see what they state clearly in point number (Cool and (9):

http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.PDF

Point number (Cool Literally, additional documents (to be submitted only by applicants in category 2), so if you check  box number 8, they will know that you have chosen category 2.

Point number (9) Literally, additional documents (to be submitted only by applicants in category 3), so if you check box number 9, they will know that you have chosen category 3.

According to your document checklist they will process your application.
