As per latest instructions from CIC, if you are applying under Federal Skilled Worker (FSW), either you need to be among
NOC29 codes or you need to have a job offer.
In both cases, the application must be submitted at CIO, Sydney-Nova Scotia (Canada).
You may also consider other 2 options: Provincial Nominee Or Quebec Skilled Workers. Check the following link:
http://www.cic.gc.ca/english/information/applications/skilled.asp In the worst case, you need to wait until June 2011 when new NOC may be introduced in the new year to match your job with them.
However, its only an idea. CIC may or may not continue this NOC program next year.
