Hi,
     If someone's occupation falls under NOC 4162-A (Economists and Economic Policy Researchers and Analysts) which PNP programe will be suitable for him and what will be the process of the application, and will be the steps of it.
    And how long PNP normally takes if applied from Pakistan, Is it quicker then FSW or not?

I am not sure which PNP suits to you (more like you need immigraion lawyer to do research on your qualifications), but  you can check the pressure list from following PNP programmes (below is the link from canadavisa.com site)

I think Alberta and CIC FSW are the only programmes offer PR without a job offer in canada.
