Outstanding IELTS score. You can claim completely 16 points for the english language ability. I can confirm that your application will not be refused for IELTS.

No, he will be refused because NOC 4131 is no longer eligible to apply for skilled immigration. It was taken off the list earlier this year for good reason -- there aren't any jobs here in that category . . .
