Hello,
Your case is almost similar to mine.
Through post office tracking my application reached CIC office on 31st of October 2011 and up till now I have not heard from them. I just wrote them today and am hoping for a reply.

No I do not think so.
As at 31st October 2011, according to their weekly update, the number in my NOC was just 336 so I do not think that is the problem. Moreover the cap was not reached until about four weeks after mine was received.

How did you know there was a lag period of about two months? And if true, then is their fault.
