NO POLICE CLEARANCE to travel abroad..

I would like to ask if it is ok, if the applicant from the Philippines can't submit NBI clearance or Police Clearance to travel here in Canada. Because the National Bureau of Investigation prohibited him to travel abroad because of his Annulment CASE?please help

But if he's prohibited from traveling abroad, how can he travel abroad? O_o

He probably has a hold departure order and if that is the case he can't leave the Philippines until it has been lifted.
