they don't notify you that they received it, they'll notify you when they make a decision.

Unless you sent it by courier or registered post, in which case the delivery service will help you track the shipment till it reaches the destination.
I also sent my package in July, on the 8th to be exact, via UPS. I tracked the shipment using UPS tracking number. I checked the delivery on UPS' website until the receptionist at 2 Robert Speck Parkway signed for it. So it was recorded as being received on July 12, 2011 at 8:00 a.m.
Since then, I haven't received any notification from CPC-M but that's because they haven't even looked at the application yet. Only when they review the app and make a decision on it, would they send (email or post) a notification.
