The cases received after June 26, 2010 shall be greatly reduced in number, why don't they turn to the older cases?

But last week my status changed to "In Process" though inside it is the same (no change). I think, at least something is going on with my file. I applied in April 2010, 2nd AOR in September 2010.

Hi,
AFAIK, this refers to pre-Feb 2008 applicants and not those who applied after Feb 2008 (our cases are already slowed but few ppl. are still getting Meds/visas this year)
