Secondly, I was asked to pay the ROPR fee. Who should the bankdraft be addressed to

You can either pay in USD or Can$.
GT Bank can issue the draft.
DRAFT DETAILS FOR RPRF
The only accept draft on Canadian dollars only if you made your draft on USD dollar they will reject and return it back. am talking with my own personal experience on that cos it has happened to me. and the draft should be address to The Receiver General for Canada
