New PR processing timeline for protected persons category

Hello everyone,
Today, I see there is a change in the processing timeline for protected persons category. It consists of two stages:stage ONE which was 6-7 months became (3-4 months) and stage TWO which was 11 months became(13 months).

Does this new timeline change apply to the applications that are already in stage2 of the process? or it should be on applications that are received after this change is applied.
