Friends,

I am bit confused, and would appreciate your help/suggestion.

-We are expecting new NOC List. Is it 100% sure that new NOC list would come out?
-If new list comes out, would it be approx. on June 26, as it came out last year (2010) on June 26?
-New quota starts on 1st July, am I correct?
(that means, once list comes out on 26 June, applicant needs to make it ready and post to CIC, so that it can be reached on 1st July).

Please add if I have missed something.

No one knows yet if the NOC list or quotas will remain the same or when that information will be made public.  At this point, we believe the new quota will be in effect 1 July 2011 and you have to decide if you want to have your application ready to send in for that date.  It is a gamble. Do you prepare according to the present NOC and send it at the end of June to arrive for 1 July and take the risk of losing your investment if your NOC has been removed - or risk NOT putting it in until the NOC is confirmed and risk not making the CAP in the most popular categories.  This is the Million Dollar Question!

The old "quota" ends on 30th June 2011, so the new instructions will not be effective until 1st July 2011. Nobody knows what the new quota will be, or even if there will be a "quota" as such, since CIC have not yet confirmed any changes in this regard. They have confirmed it is likely that the points matrix will change - favouring age and language over work experienc - but that's all.

The NOC list may change, but there is no guarantee of this. The previous list (Feb 2008 to June 2010) was around for 2.5 years so I cannot see they will change it very much after only 12 months.

That's smart observation.

They have confirmed it is likely that the points matrix will change
This could be like walking on rope... meeting points & sending your application on or near to 1st July....
