New delhi Jan. 2010 - family class, medical for parents

Hi,
I had applied for my parents immigraion under family class from canada and the file was transferred to New Delhi on Jan. 2010. We have been waiting for any progress since then.
currenlty my parents are here in canada for
a month
on visitor visa, thinking that it would take longer to get immigration file processed.
To our surprise, today we got a letter to do their medical and redo all the forms.
We are exploring possibilities on how we can do all this in canada without going to India.
now, we do have all the documents to submit with forms but
- any idea how police clearance in India can be done while being here in canada?
- What is the effect of asking for extension in submitting documents and medical (you gotta do within 60 days)
- How much time is taken by ND canada embassay to issue visa and return passport once all medical and docs are received
- ND canada embassay don't send passport out of india, so sombody (relative) will have to receive the passport and send it back to us here in Canada - the concern is 6-month visitor visa timeline if all these don't work out in time
or to avoid all these hassle, would you recommend going back to india (it's just that parents have been here for only a month!)
Your help is much appreciated

Hi any idea how police clearance in India can be done while being here in canada?-
PCC is issued to the applicant when he apply in person with his written request. Usually it is not issued to a third person unless it is for all the family members.
- What is the effect of asking for extension in submitting documents and medical (you gotta do within 60 days) -
Difficult for getting an extension in normal case. You can try with sufficient reason.
- How much time is taken by ND canada embassay to issue visa and return passport once all medical and docs are received -
4 to 6 months for PPR and then upto 6 weeks to return the passports in the case of parents
I strongly recommend that your parents should go back to India and do all the required formalities to avoid all the troubles.

Thanks Wilson,
We spoke with one agent and he said we could send our documents/medical etc. to canada CIC (Mississauga) visa office instead of New Delhi since parents are already here in canada. Can this be done? the agent also said that parents passport can not be sent overseas to New Delhi (illegal ??)
We received the letter here in canada (my parents forwarded our address to CIC ND since they were coming here) late due to postal strikes and usual postal time from ND India (letter is dated 9th June and received on 8th July)
Does it really take 4-6 months? can they hold anybody's passport for that long? (since they asked for passport along with medical etc.)
