I am a Canadian citizen (by immigration - ie:born outside of Canada)  working outside of Canada.
My son was born June,2008 outside of Canada.
I applied for my son's Citizenship July 2008, and am still waiting for the processing.
I did not receive my son's citizenship until today.

Will this law apply to my son? or will my application for my son will be retroactive to the day he was born?

The new law applies to babies born after the law takes effect, that is April 17.  It will only be retroactive to people who will gain citizenship, see http://www.cic.gc.ca/english/citizenship/rules-citizenship.asp
