If any one or both of baby parents have their spouse name added in passport then PCC is not required.
Both the parents should have passport, if any one dont have then its better to get the passport first for the parent & have the spouse name included then apply for baby passport.
Remember the passport issued for 5 years only for baby (below 18 years).
before 18 years no need to police certificate.
