I have heard $5,000-10,000 for childbirth so a c-section is probably closer to the $10,000 range.

I do not know when you should book a doctor or how long it takes to get a b/c but a passport you can get in as little as a day if you  pay for urgent pick-up ($70).  Normal processing time if you apply at the counter is 10 business days.

Be aware that having a Canadian citizen baby will not give you any rights in Canada.  Your Canadian baby will however be able to live and work in Canada at the age of 18 and may be able to sponsor you at that point if he or she has a secure job and is making enough money.
