Need urgent help for last applications on June 2011

I am happy to find this forum because I get a lot useful information here when filling forms by myself.

As I needs help from you:

I am studing in US about 2 years with a student visa and my VO country is in Singapore. So can I fill in the form my visa is Singapore? Is it okay to choose Sing because I donot know how long I will stay in US although I have lived here 2 years?

I read somewhere in this forum they said that VO does not allow applicants sending requested pasports outside the orginal contry.
Is it right? so in my case if I choose Singapore and then send my PPR fro US to Sing (if everything is good to my app.)
