According to CIC's website (http://www.cic.gc.ca/english/information/offices/missions/buffalo.asp) these are the phone numbers they give:

Mission Tel.: (716) 858-9500
Immigration Tel.: (716) 858-9501

Not sure if you can get through to anyone as I believe they are automated. You may have a better chance of receiving a reply if you send an email to: buffalo-im-enquiry @ international.gc.ca
