NEED SUGGESATIONS PLEASE!!!!!!!!

Hi ,
I need all your valuable suggestions in my case, in 2009 I have applied for Canadian PR under FSW as Accommodation Manager that time, I had ielts score of 10 points only, my consultant said as am getting 665 points and my spouse didn't do her degree, she had completed her 12yth  class only. He said we can get 2 points from her 12th class and I have applied, in October 2010 I got rejection letter saying am not meeting points.

Later I enquired that they are not considering any 12th class education. So I lost all the money.
Now in 2010 may I have been moved to food and beverage department, I have written ielts again now still didn't clear it this time as well, got 10 points? This year my wife has completed her degree through distance education. Can I use her 3 points and make my case to 69 points and apply for PR?

Will immigration office take my case into consideration or they will reject.

Please any suggestions on how to apply

I am trying to submit my papers for quebec skilled worker programm, i have been to may websites & agents , there are few questions i am confused with:

1. I am applying from India n done my B.COM from distance learning ( correspondence ) , m i still eligible for the points..?

2. I am from tourism and hospitality background , is there any scope n job opportunities for the same in quebec ?/

3. After quebec skilled worker programme, how do i qualify federal programme..?
