The officer is likely to refuse them.
I'm confused now. Please clarify!
What I understand so far is when the VO (in my case Seattle) asks for PPT, we provide 2 pics. The specs are the same as for Temporary Resident Visa right? Now the issue is that TRV photos aren't same anymore like PRC:
1) Seattle asks in PPR that
-The frame size be at least 35 mm x 45 mm (1 3/8″ x 1 3/4″),
-The size of the head, from chin to crown, must be between 31 mm (1 1/4″) and 36 mm (1 7/16″), and
-Provide two photographs of yourself taken within the last 6 months

attached to your spouse's COPR and the second one
is used for the PR card"
2) The new spec for PRC are as follow
- The photo must be 35 mm (1 3/8” X 45 mm 1 3/4”),
- The head must measure between 25 mm (1”) and 30 mm (1 1/5”) from crown to chin,
- Provide two photographs that have been taken within the past 12 months

Or maybe it's best that we send 4 pics and tell them we send 2 according to VO requirements and 2 more according to PRC specs.
