Please let me know if it is mandatory to have a job offer prior to apply for immigration. If not, which provinces currently allow immigration under skilled workers category without a job offer?
Information about us:
I have 7+ years of experience as QA Software Engineer and Masters in Computer Science.
My husband has 10+ years of experience as IT Analyst and presently working as IT Architect.Masters in Electronics.

1.  Neither of your occupations are on the list of "29" eligible jobs http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
2.  You would have to check the PNP programs in the various provinces to see if you can apply without a job.  (Very unlikely) see: http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp
