Need information on immigration to canada

Let me give a brief history about my profile.

I am from India with a MS (graduate degree) in computer science from a American University. I worked as a Instructor\Trainer in a software firm in India for a couple of years before pursuing the graduate program in US. After graduating, I worked as Lead Quality Assurance Analyst for 3 years on the H1-B program, before returning back to India.

Questions I need some clarification on:

1. Do I qualify for the H1B fast-track Canadian immigration category? As i still hold a valid 797 petition(2'nd) but the visa is not stamped and i am currently in India.

2. As my current job profile have deviated from where i started my career, If I apply under NOC 4131, do I have to project that I will be looking for a job as a computer trainer \ instructor in Canada ? or does it not matter, as i have the relevant experience in the past 10 years?

3. Is there any other options that i can use for immigration?
