Need Help.....Pls....Immigrant Visa

I got the H1B and currently working in US as a Project Manager, civil engineer. Since green card process in US is taking so long and I am running out of time, I'm interested in applying for the immigrant visa (Skilled Worker) in canada.  I have been working in this field for over ten years.  Please advise I would be qualified and how long would it take to obtain the Immigrant Visa if I applied through the Buffalo Office in US.  I tried to contact them though they are not that helpful!  Thank you very much.
