I just found your question that you submitted a year ago. And actually I am in the same situation, I got nominated by AINP and I'm supposed to send my PR application to Buffalo. I have made an extensive research about applying in my home country or transfering the file after sending it to Buffalo. I haven't found any clear answer to that.
Could you tell me what happened to you? did you go to India to apply for PR from there? tell me your experience.

i have a quick question. i have been approved for Alberta provincial
nominee (AINP) with the US H1B Visa catagory. i do have my final
assessment cleared from Alberta PNP. i need to apply to CIC using this
PNP by 23rd May 2010.
i am a citizen from India, and am working on a work visa in Las Vegas,
USA. i have been working for 5 years and am still in Las Vegas.
i am waiting for my police records from the FBI in US.
my question is : once i submit my application package to buffalo, USA (CIC)
and i have to move out of US before Medical, Personal Interview & get my final Permanent residency
card, will it be rejected or will it continue with the destination or
country i am in.
what do i do.....
i really need to know. please do let me know ASAP.
