need help with IEC

I'm a 19 year old Irish man and I've already got a personalised application kit, but the link to the forms I need brings me to apage in French and I cant get any kind of response from their contact details. I really need some basic info here, like, does the IEC still exist for Ireland, what do I need to be eligible, any pertinent information would be greatly appreciated, I need to get there, my girlfriend just maved back therer, so I need to go as soon as possible.
