What type of police record could keep someone out of Canada? for example: if someone has a DUI, they need to be rehabilitated before they are admissible.  But if someone got into a public fight and the police got involved, could this keep someone out of Canada?

When you say the police got involved, what does that mean, exactly?  Was there a charge laid arising out of the incident?  Was there a conviction?  Or was the person merely detained and then later released?

You have to provide more details before anyone can make a constructive guess.

No actual charges have been laid. Detained and released after paying. This is in Dominican Republic so it's hard to say if the payment was just made to pay off the police (whom are corrupt). I don't know yet if there is going to be more legally into it later... the whole thing just happened so there are still things being sorted out....

If it's a current situation, then it is impossible to say whether it will result in anything that can lead to someone's inadmissibility.  The matter has to be resolved before it can be clear what impact it will have.
