Need help on Open work permit

Hi All,

We came to Canada recently. Newbie to Canada Immigration.

My husband is a Skilled Worker he has work permit, I have few questions,

1) If i want to apply for Open work permit do i have to submit the offer letter from employer to CIC.
2) To apply for Open work permit should education qualification should be post graduation or graduation is  OK.
3) Where can I apply for it.

Any inputs on this topic is greatly appreciated.

No, that is why it is call and OPEN work permit.
