Need help in understanding federal application after AINP nomination

My approved nomination file from AINP has been forwarded to Buffalo;
I want to apply to Buffalo, but I do not know if I will be in the USA long enough to apply for one. In case I start doing the stuff in Buffalo & then get transferred to an Indian office, is it possible to transfer my case to India afterwards; or can I attend an interview in Delhi, if my application is filed in Buffalo;
I want to avoid filing in Delhi because of the slower processing times, but wanted to know form knowledgable ppl here on the process.
