Need help - for applying NOC 1122

Friends,

My brother is planning to get ready to apply for NOC 1122, I have few doubts, and would appreciate if you can help to find-out answers to that. I have applied pre June 26, so my knowledge about past June 26 process is not up-to-date, please correct me if I am wrong.

Doubt 1. Is it mandatory to have offer letter before applying under this NOC (1122)?
Doubt 2. Post June 26, do we need to send i) IELTS ii) PCC iii) all supporting documents iv) Processing fees v) application forms to CIC?
Doubt 3. Post June 26, only 1000 applications would be accepted by CIC world-wide. What is the starting date to accept the new application under this NOC, as it has reached to max.
Doubt 4. If more than 1000 applications comes to CIC same day, any idea, what is criteria to accept or reject the application? First-cum-first serve could be the criteria, does that mean even if application is received on first day, is not grantee to if application would be accepted?

Unless he has an Approved Employment Offer certified by HRSDC, he can't apply under 1122 as the cap has been reached.  He will have to wait for July/1/11 to see if it is on the new list.  It is first come first served.

If documents of Applicant 'A' reaches on July 1st and documents of applicant 'B' reaches on June 29th; who would be in better position as per first cum first serve rule?
Because once documents are received by CIC officer, may be opened after a week and documents of applicant 'A' would be in front position (first in first out). Please ignore my mistake if question is invalid for some reason.

FSW1  the 1122 has reached the CAP. Only option is AEO or wait till 1 July 2011
