Finally we've submitted the following documents to the right address for QUEBEC PR, we sent the docs as per the Quebec website (please notice that we have filled all the forms in ENGLISH)
1) Application for a Québec Selection Certificate
2) Applicants residing in a country other than their country of citizenship
3)Curriculum vitæ
4)Studies and training
5)Work experience acquired over the last five years
6)Proficiency in French or English
7)Financial self-sufficiency
8)Statutory documents
They sent all the documents back to us stating as below (in French, i typed the French in google translator and pasting the English one below):
Sir,
We acknowledge receipt of your appliation for Certificate of Selection Quebec. Unfortunately we could not proceed to open your file in the absence of some key documents to the study of your application, either:
1)   Application for Certifcate of Selection (DCS) (A-0520-AF) for the joint complete and sign.
We are therefore obliged to send back all the documents you have sent us.
To resubmit your request and avoid further delays, you must be sure to join your mailing all required doucments and supoorting doucmentation accompanied this letter.
A list of supporting documents to accompany your application to:
Please accept, Excellency, the assurances of our fastest as feelings.

We are not getting what they are expecting from us, WE ALREADY SUBMITTED "Application for Certifcate of Selection (DCS) (A-0520-AF) for the joint complete and sign" (Filled in ENGLISH) which contains:
1) Application for Selection Certificate,
2) DECLARATION ON THE COMMON VALUES OF QUEBEC SOCIETY
3) Appendix -Declaration by Spouse or de facto spouse.

In the form "3) Appendix -Declaration by Spouse or de facto spouse", i didnt filled anything for the section "DECLARATION BY DE FACTO SPOUSE" because i dont have de facto spouse.
Can you please help us what we are missing here. Really our process is getting delayed.
Every help is appreciable.

No, we sent only "Application for selection certificate" (principal applicant), which contains the "Declaration by Spouse" with in the same form.
If this is not the one for both of us, please provide me the links or forms for individuals (for me and my wife).
Honestly that's really going to be a huge help for us.

Oh ok got it. But please confirm the below:
I can see the application heading as

"Application for Selection Certificate
Principal Applicant-Spouse or de facto spouse"

So we need to download the same form 2 times and fill the form individually(one for me and other one for my wife). Am I correct.

Download 2forms fill one form and tick principal applicant (if u r principal applicant) and 2nd form your wife fill that one and tick spouse on the top of the form.

Download 2forms fill one form and tick principal applicant (if u r principal applicant) and 2nd form your wife fill that one and tick spouse on the top of the form.

He is 40, is there any age barrier for applying Quebec PR. He is married, got a kid.
Please let me know.

French: Intermediate, striving to get Intermediate advanced (from Alliance Francis)
Profession & Experience: Working as an accountant in Local Automobile Company for almost 10yrs.
About Spouse: Education: 10+2+3, French: Basic, trying to reach intermediate level.

Which part of India he lives.
Southern Part of India (ANDHRA PRADESH state).
