Why was he deported?  They first have to find out if he has been given a ban to re-enter for some period and work on either getting that lifted or wait until it is lifted.  What did they tell him?  Did they give him any documents?

1.  He is barred from Canada for life.  He requires an ARC (Authorization to Return to Canada) at a cost of $400.  See: http://www.cic.gc.ca/english/resources/manuals/op/op01-eng.pdf   Section 6.2
2.  If CBSA paid for his ticket, he will have to pay $1500 in fees.
3.  His spouse will have to sponsor him, the link is above and will have to include the request for the ARC as well.
