So I just got this letter today and I am wondering if someone who has been through this already can tell me exactly what it means!

Does this mean that all I have left to do is pay my right of permanent residence fee and I am done? Or do I still have a ways to go?
They aren't looking for any other files correct??

Yes - this should mean that all you have to do is pay the RPRF and the next request you receive will be for your passport for visa stamping. Note that it can take 6-8 weeks for them to process the RPRF payment once you pay.

You can pay online like my husband did, or you can ask at the Buffalo consulate for other payment methods.
