I am currently working in US and I will be here until July 2013.  I planning to file my application in Buffalo.  Just in case the processing time will be longer and I my contract here in US is finish and need to go back to the Philippines.  Would they allow me to transfer my application to the Philippines?  Thanks

CIC does not transfer files at the request of the applicant, they do it for what they call program integrity. If you are applying under PNP category, Buffalo processing time is 11 months so you should have plenty of time before your US visa expires... That is, assuming you send complete documents and your case is straightforward.
