Hi
I am in the IT field and has over 13 years of Experience. I have completed my MBA in project management in 2011 and my graduation (B.Sc Computer Science) in 1998. I would like to know if I can apply to Canadian PR with my experience or do I need to apply to any specific province or any city where there is ample requirements in the IT sector.

I have consulted few agents too in this regard but I feel they are charging high fees.

Please advise. I have all the documents in place.

Regards

1.  As there are no IT occupations on the list of 29, http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list  You are not eligible to apply for FSW1.  To apply you either have to find an employer who is willing to hire you by submitting an application for an Approved Employment Opinion to HRSDC.  Which states they will hire you once you have PR or after advertising the position for 2 weeks on the job bank, and proving to HRSDC that there are no Canadians/PR available for the job, a Labour Market Opinion will be issued.  With an approved LMO, you can apply for a work permit for Canada.

Sure, if you have job offer from one of them.
It seems that you really need to do more reading of the official site.
