Unfortunately 2172 is not on the eligibility list. Check the link for the occupations which qualify:

It is not abt MSc, it is about the duties u have performed. You can only apply if you have performed any of the duties under any of the occupations listed above.

For Federal Skilled Worker Program, even if you have MSC or any other special post-graduate education but not satisfy the NOC under the present 20 Occupation list - One is not eligible to apply. Try the PNP or QSW route.

Not everybody who has an MSc and a skilled NOC code is entitled to Canada PR.  Maybe it used to be like that prior to 2008 but not any more.

If your friend gets a job offer, he can still apply under the skilled worker program if he has enough points.  Otherwise if he has a job offer but not enough points, he might apply under a PNP.  If he doesn't have a job offer but speaks French, he could try Quebec skilled worker.

PR=Permanent resident - TFW=temporary foreign worker
FSW=federal skilled worker - QSW=Quebec skilled worker
AEO=arranged employment offer - LMO=labour market opinion
CEC=Canadian experience class - PNP=provincial nominee program
