Need advice on sending passport to New Delhi, India, currently in USA.

I recently got my second AOR with the medical request. I am asked to submit following:

Complete or provide proof of completion of the Immigration medical examination for
yourself and Spouse/Common-law partner.  This must be received at this office by:
01/07/2012

Pay the Right of Permanent Residence fee for yourself and Spouse/Common-law
partner.  This must be received at this office by: 01/07/2012

Valid passport or travel document for yourself and Spouse/Common-law partner.  This
must be received at this office by: 01/07/2012

Your Indian mailing address
(Date format is MM/DD/YYYY)


I am currently in USA and not in position to travel to India. I will be doing my medicals here in US itself.
Q: How much time does it take to get passport back at Indian address if I do my medical exam next week. Someone told me it may take up to 5 months, (I do not want to be here in US without passport that long!!)

As sending passport via mail is not a choice (being this illegal in India --weird),  I want to know if I can send my passport (with authorization letter) to some neighboring country (say Nepal) and someone will take my passport in India physically and post to New Delhi Canadian consulate.  Please let me know if you expert see any issue in this?
