Need advice H&C or Marriage.

Hi All
I need advice, what do I have to do in my situation.
I come to Canada 1994
In 1995 receive refuge status
Then send application for PR
After I get criminal (because of my young stupidity) record and my application was refused Sad

(500$ fine)
I received a pardon today.
I called CIC they told me,I have to send H&C application and processing time about 5-7 years.
I visit local CIC (Calgary) they told me about time 3 years.

What better to do in my satiation, I can't wait so long
Have to visit my mom she is so old:( My situation killed me
because of my young stupidity.Almost 15 years in Canada,and I have no PR status.

1. H&C or get married with my GF(she is permanent resident)
Anyone know what is better to do for shortening waiting time?

I working in constriction (have my own small business)
