As far as I know every Canadian passport holder can legally work in USA and Mexico without any visa as per the NAFTA agreement. If yes, then what are the benefits they may get while working in one of these country from government? and what are the process what they have to follow to legally work there???

But there are only certain occupations that fall under NAFTA  See: http://www.cic.gc.ca/english/resources/manuals/fw/fw01-eng.pdf  Appendix G
