My status is Still RBVO

Dear seniors
It has been now 2 years my status is still RBVO... so far i did not received any offical 2nd AOR.. the only file number i got when they send me a letter to re submit my bank draft for newly born baby.. there i saw a new file number and only the new numebr i can only track the file.. further i an not track my status with old file number..
kindly guide me where i am standing very much puzzled .....
