This is regarding sponsors my wife from Pakistan. We merry in Feb. 2011 on my last visit in Pakistan.
I came back last week unfortunate we are still in waiting her PK Passport there is delay due to short of passport paper in Pakistan. (What a sham on Mr. Rehman Malik and NADAR ) even we pay urgent fee.
My quotation is can I start and submit her sponsor application? Without her passport because in other hand I am afraid to imposing upcoming change in spousal sponsorship.

You can't, the package with both sponsorship application and PR application and all the supporting documents must be sent to Mississauga all at once. If the package is incomplete it will be returned and you will have to re-send it.

WAIT. don do anything without a passport...it would be ok for this excuse if you were from Aus, UK,USA etc but not from Pak/SL etc..where there is too much media attention. ( and the media is $hit here anyways )
Since you are from Pak ( i am from the same region ) don give CIC a feeling of you hiding something.
Wait for new PP and then apply...its for your good and will simplify your case.
