My prospective Live-In Caregivers visa was denied....don't understand why?

My prospective live-in caregiver just had her work visa denied at the Canadian Embassy in Moscow. As per the Immigration Canada guidelines, applicants must speak English, have equivalent high school, 6 months full time training in a related field such as teaching, nursing, childcare etc....OR 1 year experience.
So my caregiver has a 4 year degree in Foreign Language Pedagogy ( teaching). Part of her courses was child development and psychology, teaching technique, first aid and had several ( unpaid) internships in a kindergarden . I just don't understand what went wrong? Does she not have more then enough education that can be applied to the caregiver program? We want to submit another application right away with a little more detail. Since she has been rejected once, does this mean she has no hope in hell??? Any advice is appreciated. Thanks!

I agree BC guy! What do we do? Do we just re-apply? Do I get her to sign the 'Use of A Representative " form this time and I try my luck at applying for her and attach a sob story?  Once she has a refusal on her record, what are my chances? SOS!! I am so upset as my kids were adopted from the same place as her and it was so nice to think that their caregiver would have that cultural connection with her :-(
