can i get visa on this level of ielts i have read on cic report not visa on 0-6 points in ielts visa starts from 8-16 points

It depends on what job you do.  The immigration office can say that with your IELTS, you would not be able to work at your job in Canada.  There is however no concrete minimum for IELTS points for Skilled worker, only for CEC.
