I refund my money yesterday after withdraw my application but I did not receive my documents until now. My question is:
What is the next step???
Could I send them letter again that request my files or I should wait for them mail?

I think you should email them for original docs. What docs are you looking for them to return. PCC & ielts would not be returned. You can ask them about original transcripts.

I sent them mail through DHL before. I requested withdraw application and return it back!!
Now, they refund money but not yet for my document.

I should send them an email or mail by post again or wait for a while!!!

Can I please ask at which stage did your application fail? Are you a post-June-2010 applicant?

Since you had a refund rather than the entire application being returned "as is" I can assume that your application passed the completeness check at CIO and not the eligibility review.

Unfortunately it seems, as unfair as it sounds, that CIO keep ALL your documents if your application failed their eligibility review and that all you will get back is a refund.

I didn't believe this when I first heard about it but several applicants on the post-June-26 thread have confirmed that CIO do not send any documents back if your application fails at the eligibility review stage.
