My file is still in Alberta.

It's been 19 months since i've applied for PR as sponsorship inland.
I just got a letter from Immigration Canada to have new fingerprints and medical check done.
First question, how long it normally takes more after resending the extra requirements?
Second, i am kind of worried about my file is still in Alberta.
Is this okay or it means that my case is not even close to the end yet?
Anybody knows about this or has the same situation, please share with me.

Yes i received the first approval last Sep.
As i know, my file should be now transferred to my local office for an intervew.
But i don't know why it's still in Alberta.

It will be transferred to your local office if you received the second stage approval and are ready to land. 

The reason why it might still be in Vegreville is that they are still doing your medical, security checks.

I already sent medical and security checks with my PR application.
I think i did everything right but it took 9 months for nothing and now i am required to resend them.
I have to spend extra money and wait extra time to have all these done again.
I don't know what they did for the 9 months with my file, just don't get it.
