i think that every visa office has quota for every NOC, recently i have seen medical for NOC 0213 New Delhi

so its different processing method for every visa office

yes they are sending indeed but only to those who has strong (Western, International) IT experience/education. the point "67" isnt much of a matter of consideration these days to CIC. They are eying for more applicants who showed more PoF, has better educated spouse who could contribute to Canada's economy and pay taxes. Buffalo was already jammed with loads of applications and they must issue some visas of 0213. one of our members Ankit got his visa in the last few months, he had US experience and now landed in Canada. CIC surely has a priority list now.

I really dont thing this rule that you talk a bout is real, that THE MORE POINT YOU GOT, THE FASTER YOUR FILE MOVES,,,
I think there is just one scale for processing the cases and that is the TIME which they got your complete application

everyone used to think like you but things have shifted in the last 4-5 months.
reports said that NEW migrants have not been able to contribute the way Canada expected.
They are filtering the applicants now. filtering means potentially applicants those they think would be better contributing to Canada would come first when issuing Permanent Residency. rest of the filtered applicants would get their call but a bit later. read the proposal at CIC's site.

your background checks are still to be done. 0213's are not required until the end of 2012. enough of the IT guys in Canada with no or very few jobs. More IT guys in Canada means a havoc to their own IT guys. They'd starve to death. the trend is indicating that VO's are not doing anything with 0213's until further government notice from Canada. I am stuck, I have been told to wait for two years; till December 2012.

who told you? any proof of sources? please don't think that in canada no more IT jobs.
if you well qualified then there are good jobs in Canada for IT, but not much more as before some 5 years ago they have openings.
I never belive in just talking or gussing, if you have any articale printed in news paper or by CIC or on CIC website share link here.

its our BF'd dates.
ask prince56k,NGE, and some others. they are all 0213's. I'd tell all 0213's to order CAIPS to check their BF'd dates.
Things could greatly change with the recovering economy of Canada and we hope for that.

I don't think so it will affected in our case, if they stop all 0213 then its depend on experience under 0213 , lots of duties fall under 0213, even I know in my post Gujarati forum we have some peopl 0213 who already landed last month.
if we have something printed by VO then we are in trouble or have to wait long. but I dont find anywhere.

I havent said they'd completely stop 0213's
they'd take some, may be a good number but not in the speed as in 2009-2010. they issued 70,000 visas in 2009-2010 and they'd only issue 56,000, this is overall, not only skilled ones. your friends who recently landed had their visas issued at the last part of 2010 or in January/February of 2011.
