That is correct, but for example if you are from India or other country, but have been living in USA with legal status such as H1-B, and currently living in USA, you can visa office in USA - so in this case you can choose Buffalo.

CIC/CHC is not your mother, they are there to process complete applications, not to hold your hand through the process.

True. But they can be lenient on that issue. People are doing many things. They could have asked for a FAXed correction of tha page. But They are strict indeed.
