If a PR person marry in his home country,how much time is needed to get visa for spouse and what are the precaution to be taken while marrying in home country.

A PR can not sponsor a spouse from outside Canada.  He needs to go back to Canada and then apply for sponsorship.  The processing time can be anywhere from a couple of months to a couple of years depending on the country and how fast the application goes.  Being able to send quality proof of the relationship, how you met, proof of your communication etc. will help.

Thank you Mr. Leon for your promt reply, I understood that one can apply when he is in Canada, but i would like to know is there any recent changes for example the couple must be married for two years before applying for spouse sponsership.

If so please throw some light on this issue.

No - you do not have to be married for two years before applying for spousal sponsorship. You can apply as soon as you are married. However as Leon mentioned, since you are a PR, you can only submit the application from Canada and you must continue living in Canada while the application is being processed.

There are plans to make the spousal sponsorship PR temporary for 2 years unless the couple has been married 2 years already when they apply.  This is supposed to help prevent marriage fraud.  If this does take effect before your spouse gets her PR, it will only matter if you get divorced again within 2 years of her getting her PR.  If that happens, she would lose it again.
