moving to anothee university and different program

i have chosen mechanical eng undergard in university of windsor canada.
since the fee for an international student is queit high as compared to other universities and because im more intrested ni another course of study, i would like to transfer into another university.
is it possible for me to go from mech eng to architecture in ryerson university as a second year student?or is that not accepted?
what is the procedure i will have to follow?

You would have to make an application to change conditions of your stay as a student in Canada. Your study permit is tied to a particular institution.
