Last week my application was rejected for wrong selection of visa processing location.
I have done the changes and want to resubmit the application but I am moving to a new apartment.

I want to know whether I should resubmit the application with old address or new address?

I am staying in US and I want to know where the application should be submitted US, Buffalo or Canada and if Canada
can i get the correct address where the application is to be submitted for federal skilled worker?

Use the new one. If they rejected the application because of missing blanks or wrong info they just send it back to you without keeping track of it.
